This is a great question and one that depends on your adventure type and personal preference. The Cruiser City has traditional stroller push steering with the swivels in the front which is ideal for pushing on smooth surfaces and is most familiar to parents. All-Terrain Cruiser pushes more like a cart, which is a bit different, and it's made for hills, trails, grass, gravel and sand: when the ground gets rough, drop the handle and pull it like a wagon. Cruiser City can drop its handle to pull, too.
