No. What's built in are the SmartDeck's anchor points—holes and slats across all three panels—which take the two included Small Bungees, or your own bungee, rope or carabiner. Tie Downs from Veer (available separately), are spring-loaded connectors that drop into any of those slots and add an anchor point wherever needed, facing up or down.
