For a single SmartBin, no—the bin seats into the SmartDeck, and the slots along the deck take a bungee hook directly. Tie Downs are for everything else: a cooler, firewood, a load big enough to cover the deck's own anchor points, or a shape the fixed slots don't line up with. Tie Downs allow you to put an anchor wherever the load needs one, whether on or underneath the deck.
